THE BIDDING PROCESS FOR THE HONOUR OF HOSTING THE 2014 COMMONWEALTH GAMES
Delegates from the 71 CGA's from around the World will be voting on the venue for the 2014 Games at the Commonwealth Games Federation's (CGF) General Assembly in Sri Lanka on Friday 9th November 2007.
The three bidding cities are Glasgow, Scotland; Halifax, Canada; and Abuj, Nigeria.
The Bidding Process as set out by the Commonwealth Games Federation's (CGF) Constitution is as follows -:
The Bidding Process in its current form is summarized below. This may be reviewed from time to time by the Executive Board to ensure that there are no areas which would pose ethical risks:
- CGF issues the invitation to Bid/Candidature file and Guidelines which includes all bidding terms and conditions, the bidding process, and the evaluation process.
- Bid Committees prepare bids and may seek further input from the CGF and CGA's in order to improve the quality of their bids.
- Bid Committees lodge formal Bid documents.
- A CGF Evaluation Commission undertakes a site visit and submits a report to the CGF's Executive Board and CGAs.
- As well as the detailed report on each of the bids the Evaluation Commission is also required to make two main recommendations i.e. that each bid is a qualified bid in accordance with the Invitation to bid, Candidature file and Guidelines to be considered by the General Assembly and that the formal bid documents contain no erroneous representations.
- The Bid Committees make formal presentations to the General Assembly.
- CGAs vote.
- The Games are awarded; and
- The Host City Contract is signed.
The process by which the Commonwealth Games Association of Jersey (CGAJ) will arrive at a decision is as follows -:
- The CGAJ Secretary, Alan Cross, will receive detailed bid documents from all three bidding cities.
- The CGAJ President, Martin Hebden , will accept on behalf of the CGAJ, the invitation to visit the three bidding cities and inspect their bids. The first visit is to Glasgow and will take place at the end of October 2006. The dates of visits to Halifax and Abuja are expected early in 2007.
- The CGAJ Secretary will receive a report from the CGF's appointed Evaluation Commission.
- The CGAJ Officers receive the reports from both the President (following his visits to the bid cities) and the CGF Evaluation Commission together with copies of the bid cities documents and form a report and recommendation to take to the CGAJ Council for it's meeting probably in September 2007.
- The CGAJ Council receives the report and recommendation from its Officers and arrive at a decision.
- A final presentation (limited to 30 mins. per bid city) is made by the bid committee from each city at the 2007 General Assembly prior to the vote being cast by the CGAJ Secretary as the appointed delegate for the General Assemblies.
